Purpose of the job
- The Project Engineer is responsible for planning, executing, and managing capital and sustaining projects within the facility. This role combines technical engineering expertise with project management skills to ensure projects are completed safely, efficiently, on schedule, and within budget.
- The Project Engineer will manage projects through all phases, including concept development, engineering, procurement, construction, commissioning, startup, and project closeout. The role is responsible for ensuring compliance with safety regulations, environmental requirements, engineering standards, and company policies while supporting the facility's operational and business objectives.
Duties & Responsibilities
- Comply with the requirements of the Quality, Environmental, and Health & Safety Management Systems.
- Conduct risk assessments and implement process safety measures, including HAZOP, PSSR, MOC, and other risk management activities.
- Develop project scopes, cost estimates, schedules, and business cases for capital investment projects.
- Execute projects through all project phases, including scope definition, engineering, procurement, construction, commissioning, startup, and closeout.
- Manage project timelines and ensure all deliverables are completed on schedule.
- Develop and manage project budgets, monitor expenditures, and report project performance against approved budgets.
- Coordinate with operations, maintenance, engineering, contractors, consultants, suppliers, and other stakeholders.
- Prepare and review technical documentation, including process flow diagrams (PFDs), piping and instrumentation diagrams (P&IDs), equipment specifications, and construction packages.
- Prepare contract documents, evaluate tenders, and support contractor selection processes.
- Monitor contractor performance and compliance with applicable legislation, industry standards, company policies, and site procedures.
- Supervise and inspect construction, installation, modification, commissioning, and startup activities to ensure compliance with project requirements.
- Identify and resolve technical, schedule, and cost issues during project execution.
- Maintain project documentation, including progress reports, technical specifications, change management records, and final project closeout documents.
- Present project status updates and recommendations to management and stakeholders.
- Develop annual capital budgets and monitor actual expenditures against approved forecasts.
- Support continuous improvement initiatives related to safety, reliability, efficiency, and project execution.
- Perform other duties as assigned by the Engineering Manager.
Job requirements
Minimum Qualifications
- Bachelor's degree in Chemical Engineering, Mechanical Engineering, or a related engineering discipline.
- Minimum 5 years of engineering and project execution experience in a chemical, petrochemical, refinery, manufacturing, or other process industry environment.
- Demonstrated experience managing capital projects from concept through design, procurement, construction, commissioning, and startup.
- Strong understanding of chemical manufacturing processes and industrial plant operations.
- Strong knowledge of Process Safety Management (PSM) principles, including MOC, HAZOP, PSSR, and risk assessment methodologies.
- Experience with industrial process equipment, piping systems, utilities, and facility infrastructure.
- Ability to interpret and develop engineering drawings and documents, including PFDs, P&IDs, equipment layouts, and construction drawings.
- Excellent organizational, communication, and stakeholder management skills.
- Ability to work collaboratively with operations, maintenance, contractors, consultants, and regulatory agencies.
- Proficiency with Microsoft Office applications and project management tools.
Preferred Qualifications
- Professional Engineer (P.Eng.) designation in Ontario or eligibility to obtain registration.
- Project Management Professional (PMP) certification is considered an asset.
- Experience in commissioning, startup, and troubleshooting of industrial process equipment.
- Experience managing contractors and construction activities within an operating industrial facility.
- Experience in capital project budgeting, cost control, and project scheduling.
